Children’s barred list

With effect from 1st April 2021, stand-alone checks of the children’s barred list has been managed by TRA (Teaching Regulation Agency). The TRA is acting on behalf of the Department for Education (DfE) in this process. The TRA will deliver this service through their existing Employer Access (EA) System. EA is a free service which authorised users in schools can access using their DfE sign in (DSI).

What does this mean?

There is no legal requirement for employers outside of educational settings, i.e. recruitment, supply and HR agencies, to check the barred list status of individuals who are applying for roles in schools, colleges and universities.

The new DfE service is strictly limited to employers of staff in educational settings who are responsible for checking the suitability of applicants seeking to engage in regulated activity. As educational settings have the facility to check the barred list status, there is no requirement to involve a third party.

Previously, if requested HRBC carried out Barred List Checks as part of the range of services offered. As schools are now able to access this check for free themselves, we will no longer be offering that element of the service but will of course continue to provide all other DBS checking services.
